A Special Dependent District of the City of Cape Canaveral
The Library provides access to books, both printed and audio, magazines, newspapers, computers and other items at no cost to residents within the District. The Library also sponsors programs such as story time and painting. The District boundaries are synonymous with the City Limits as displayed on this map. The District is governed by Florida Statutes 189 and 286 and City Code Sections 46-1 through 46-33.
The Library was established by Ordinance No. 11-66. Ordinance No. 11-66 was amended by Ord No. 14-86.

August 17, 2021, City Council adopted Ordinance No. 29-2021, to perform the function and responsibilities of the local library board.

Because the City of Cape Canaveral is financially accountable for the activities of the Cape Canaveral Free Public Library, the City Council has final approval over activities. The District’s relationship to the City is significant, its financial activities are reported on a blended basis as if it were part of the primary government as a major special revenue fund. The Library’s Fiscal Year (FY) is October 1 to September 30 of the following year. The Financial information for the District is included in the City of Cape Canaveral's Comprehensive Annual Financial Report (CAFR) and the Budget for the current Fiscal Year can be located in the Document Center. Revenues are obtained from Ad Valorem Taxes and Impact Fees.
